Kolem akciové společnosti Vodovody a kanalizece Náchod a.s.
začíná být po dvouletém období klidu opět rušno. Když koncem roku
2005 většina zainteresovaných zastupitelstev měst a obcí
náchodského regionu přes enormní tlak některých významných
představitelů ODS drtivě zamítla vstup Veolie do provozní části
VaKu, mohlo se zdát, že myšlenka na rozdělení VaKu a pronájem
nebo prodej jeho provozní části opustila na dlouhou dobu
broumovský výběžek i náchodskou metropoli.
Iniciátoři se však nevzdali, jenom změnili metody a taktiku.
Ve spolupráci s Veolií předkladá manažer společnosti studii
financování VaKu na období příštích 30 let, z které vyplývá, že
si společnost bude muset vzít buď vysoké úvěry nebo pronajmout
provozní část. Po jejím projednání ukládá představenstvo vedení
Vaku vypracovat novou studii, která by měla zhodnotit současný
stav technické infrastuktury a navrhnout řešení obnovy
a rekonstrukce vodovodních a kanalizačních řádů. Vzniklá studie
toto řeší a, zjednodušeně řečeno, z ní vyplývá, že VaK je schopen
postupně vlastními silami provádět rekonstrukce a obnovu bez
razantního navýšení cen vodného a stočného. V řadách příznivců
rozdělení VaKu však tato studie nevzbudila nadšení a tak vzniká
v dílně manažera další alternativa původní prognózy. Bude
zapotřebí většího objemu finančních prostředků v kratší době,
které lze v důsledku řešit jedině větším navýšením cen za vodu
nebo vstupem strategického partnera, který by finance poskytl
nebo vybrat variantu, kdy je VaK schopen zajistit plnou obnovu
majetkupouze vlastními prostředky a bez úvěrů?
Právě v rozdílnosti obou studií je zakopaný pes. Která studie
je reálná, podle které postupovat?
Jak na Zastupitelstvu města Náchoda 3.12.2007 informoval
starosta a zároveň předseda představenstva Vak a.s., nechtělo
o tom rozhodnout ani samotné představenstvo a tak iniciovalo
vytvoření "expertní" komise složené převážně z komunálních
politiků ODS, KDU-ČSL a ČSSD, která má provést ekonomickou,
finanční a vodohospodářsky odbornou analýzu a doporučit řešení.
Zodpovědnost za další vývoj v akciové společnosti VaK se tak
chytře přenesla z představenstva na bedra komise, která se má
opět sejít 11.12.2007. Jaké bude asi doporučení komise? Věřím, že
nezvítězí osobní či stranické zájmy. Na závěr si dovolím citovat
úryvek z článku z Broumovských novin "Hledání strategického
partnera pro Vodovody a kanalizace", kde se píše: "Vyhodnotili
jsme kromě jiného i dopad provozní smlouvy předložené společností
Veolia v roce 2005. Kdyby tehdy došlo k jejímu podpisu, byl by
v nejbližších letech VaK v roční ztrátě 40-50 milionů korun. Do
roku 2035 by pak prostý dluh na obnově majetku přesáhl jednu
miliardu korun. Uvedená částka by musela být kryta půjčkami
a úvěry a tím se tento dluh několikanásobně zvýšil." A potom by
byl VaK třeba na prodej - za babku. I o to možná někomu šlo
(jde).
Z důvodu uzávěrky tohoto vydání Náchodského kurýra, vás však
budeme informovat o výsledku jednání a jeho závěrech až
